Health & Safety–Led Scaffolding for Asbestos Fascia Replacement on Leslie Road, Rayleigh, Essex

B-MAT Scaffolding was appointed under a Sanctuary Housing maintenance contract to provide safe and compliant access scaffolding to a residential property on Leslie Road, Rayleigh, Essex. The scaffold was required to support the removal of asbestos-containing fascia boards and the installation of new guttering by licensed specialist contractors.
As with all projects involving asbestos, careful planning and strict adherence to health and safety procedures were essential. B-MAT Scaffolding worked closely with the appointed asbestos removal contractor to ensure the scaffold design and access arrangements fully supported their risk assessments and method statements.
A fully boarded, TG21-compliant independent scaffold was erected to the required elevations, providing continuous and stable access along the fascia line. The scaffold enabled controlled removal of the existing asbestos materials and safe installation of new rainwater goods, without reliance on ladders or temporary access methods.
Given the occupied nature of the property, additional consideration was given to resident safety and site management. Scaffold layouts were designed to maintain clear access routes, minimise disruption, and support clear segregation of work areas during the asbestos removal process.

All scaffolding was installed and maintained by trained and competent operatives with experience working on housing association properties and high-risk maintenance projects. Inspections were carried out on completion and at regular intervals to ensure the scaffold remained safe, stable, and compliant throughout the works.
Installation and dismantling were carefully coordinated with the asbestos contractor’s programme, ensuring access was provided exactly when required and removed promptly once works were completed. This approach supported efficient delivery of the wider maintenance scheme while keeping disruption to residents to an absolute minimum.
