Kensington's housing is tall and close to the pavement. The stucco terraces and garden squares run to five and six storeys over a basement, with a front area and railings between the building and the footway, so the scaffold has to span the lightwell and stand on the pavement beyond it. The Royal Borough's licences and working hours
The Royal Borough of Kensington and Chelsea is both the planning authority and the highway authority, so the scaffold licence and any parking bay suspension come from the council. We make the applications and carry the insurance they ask for. Most of Kensington is inside a conservation area and a great many buildings are listed, so ties and fixings are agreed before anything arrives rather than drilled into stucco or stone on the day. Parking is residents' permit throughout, the streets are narrow, and the borough's Code of Construction Practice limits when noisy work can happen, so deliveries, suspensions and erection times are booked in advance.

Yes. Most Kensington terraces have a front area and railings between the house and the pavement, so the scaffold cannot simply stand against the wall. We bridge the lightwell with beams, or found the scaffold on the pavement and tie it back to the building, and anything outside the standard TG20:21 arrangements is built to an engineer's design. A scaffold on the pavement needs a licence from the Royal Borough of Kensington and Chelsea, which we apply for.
